Job Description
The Enterprise Business Analyst is the liaison between colleagues with business needs and technical developers who are responsible for creating automated solutions to meet those needs. This position reports to the Director of Enterprise Requirements and works with individuals across to analyze processes, develop and document requirements, identify data and reporting needs, reengineer processes and implement total solutions. This individual’s responsibilities include participating on a variety of cross-functional project teams, analyzing and documenting processes, gathering information, interviewing relevant stakeholders and end-users, assimilating and analyzing information, generating business documentation that clearly articulates objectives, communicating assimilated requirements and specifications in formats that are useful to business area experts and technical developers, leading the design of new and/or reengineered processes and working with teams to test and implement new processes and systems. By participating in process and system reengineering, the Enterprise Business Analyst will improve the reliability and credibility of processes and solutions.
The Enterprise Business Analyst designs and articulates complex disease management and care management solutions. The ideal candidate will have all the requisite experience to manage these responsibilities, seven plus years of experience as an Enterprise Business Analyst and a minimum of five years of technical programming experience. The ideal candidate will also have the ability to project manage multiple high visibility projects concurrently and will have ability to develop and articulate written business definitions and documents.
Qualifications:
Education and Experience
• Bachelor’s degree with an emphasis in finance, economics, information systems, computer science or related field required
• 7+ years of Business Analyst experience or similar experience as detailed above in the responsibilities section of this job description
• 5+ years of technical programming experience
• Working knowledge of UML required
• 2+ years experience working with any government healthcare program (e.g. CMS, Medicare, Medicaid, etc.) preferred, but not required
• Certifications in business analysis, project management, product development lifecycle, process engineering or process management a plus
• Understanding and experience with application development methodologies
• Prior experience with data warehouse technologies and tools a plus.

Job Responsibilities:
1. Conduct research and gather information related to assigned projects or identified needs
• Act as the lead agent to coordinate full project discovery that includes interviewing relevant stakeholders and end-users
• Facilitate team meetings or meetings with stakeholders during discovery
• Analyze business processes, tools and data (input and generated)
• Identify and lead project team members to consensus on project scope
• In collaboration with project team members, make recommendations related to the most effective, highest quality, most appropriate solution; utilize conflict management skills in negotiating agreement among all parties
• Demonstrates good decision making skills by engaging experts while determining alternatives
2. Document requirements and specifications relating to recommended solutions
• Support creation of Project Charters and associated estimates
• Generate meeting agendas, minutes and action plans as appropriate
• Generate business documentation that clearly articulates the objectives, scope and requirements to all relevant colleagues
o Utilize corporate standards and tools to capture business requirements, functional and non-functional requirements, use cases, process flows and activity diagrams
o Plan an approach for documenting, categorizing, and packaging requirements that satisfies all parties
• Verify business and technical requirements are testable; generate testing objectives
• Generate detailed user requirements utilizing understanding and experience with application development methodologies
• If there is in whole or in part a process solution, generate detailed process flows and descriptions
• Communicate assimilated requirements and specifications in formats that are useful to business area experts and technical developers
3. Lead the design or participate with stakeholders to design new or reengineer existing business processes to effect solutions
• Utilize process analysis/design expertise to design new or reengineer existing processes to implement new or changed procedures, eliminate duplicate effort, reduce errors, and increase efficiency and effectiveness
• Collaborate with project team members to identify problems and opportunities within existing processes
• Oversee documentation, user training and implementation of new processes
• Where processes overlap, ensure seamless integration
• Identify future process improvement initiatives where applicable and assist in the prioritization of those initiatives by quantifying needs and benefits
4. Manage multiple project assignments within agreed upon work allocations.
• Manage to project plans identifying assigned project tasks
• Generate routine project status reports in the form and at times requested by management
