The candidate will consults with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, & analyze problems to advise & make recommendations on business & technical solutions. | The Strategic National Stockpile (SNS) management process is both complex and decentralized. Planning, operations and staffing are shared across a variety of state agencies, and data related to the resources available is housed in a number of systems, applications and databases at both the state and local levels. SNS reporting is affected by federal requirements which apply to the keeping of records, data flow, data structure, planning, operations and reporting. This project requires a Subject Matter Expert (SME) to identify all of the processes, procedures, documentation and associated information technology components currently in place and utilized for the management of the Technical Assistance Review (TAR) and the Strategic National Stockpile (SNS) Medical Materials Distribution process, as it relates to local government. Subject Matter Expert (SME) – Knowledge and Abilities Preferred KNOWLEDGE The Subject Matter Expert will have an in-depth knowledge of the Strategic National Stockpile (SNS) program, processes and activities; the Centers for Disease Control and prevention (CDC) Technical Assistance Review process and procedures; Health Information Technology Standards; HIPAA (Health Insurance Portability and Accountability Act) Privacy Requirements; Federal Information Processing Standards (FIPS); National Institute of Standards and Technology Standards (NIST); HL7 International Healthcare Standards; Healthcare Information Technology Standards (HITSP); Public Health Information Network (PHIN) Requirements and associated standards and requirements. ABILITIES An in-depth understanding of state health department business processes and operations, specifically the Strategic National Stockpile program, processes and procedures and the CDC Technical Assistance Review requirements, processes and procedures. In depth understanding of state health department business processes and operations, specifically the emergency management processes; ability to accurately document business processes and transition business processes into business and technical requirements; collects, reviews, analyzes and evaluates business systems and user needs; facilitates programmatic and IT requirements gathering sessions; evaluation and revision of business processes; coordinates and leads project teams of cross functional individuals; anticipates and resolves issues; ensures that project goals and objectives are accomplished according to time schedules, specifications and business objectives; determines time estimates for scheduling purposes; schedules work and resolves scheduling issues in a timely manner; identifies and tracks project issues and risks and develops action items for risk mitigation; develops project contingency plans; develops and communicates detailed project estimates for development and implementation of enhancements; analyzes and reports on commercially available software and other IT architectural components as required; executes all responsibilities with minimal supervision; proficient in developing and delivering executive level briefings and reports; provides structured knowledge transfer. | | |
