Location: Harrisburg, PA Duration: 9 Months Rate: $75/hr | Responsibilities: Clinet needs a skilled resource to assist the Application Development Manager with project management, analysis and research for the planning activities for electronic benefits transfer (EBT). Activities: • Participate in statewide Retail Grocery Store EBT Meetings to ensure that Retail Grocery Store concerns and needs are documented and addressed. • Provide project management support for EBT Planning activities. • Research different EBT technologies available for use including costs associated with the different technologies and how the different technologies work and integrate with current procedures. • Document the business and functional requirements for enhancing EBT capabilities through Joint Application Development (JAD) meetings. • Complete a full Cost Analysis of the current paper check system per USDA requirements. • Assist Program Office staff in developing plans for training, pilot, statewide rollout and retail grocery store management and implementation. • Work with Retail Grocery Store to gather information on current technical capabilities and equipage needs. • Complete a full Cost Benefit Analysis of the different EBT technologies and how they compare to the current paper check system. • Ensure all findings are documented and approved by management. • Assist in documenting a budget for EBT Implementation activities. • Communicate and work with users and clients as necessary. • Identify and manage program risks and issues associated with the EBT planning activities as well as possible risks that could be encountered in an EBT implementation. • Communicate effectively with customers and software / hardware suppliers supporting the Commonwealth as directed. • Coordinate the establishment of standards and procedures. • Monitor project milestones and phases to ensure the project is on schedule and within budget. • Other requests as necessary to support EBT planning activities.
