Applying the Secrets of SEO-SEM: How Recruiters Deliver More of the Best Applicants

In a weak economy like this, job boards and search engines get used more than ever (http://www.comscore.com/Press_Events/Press_Releases/2009/7/Americans_Turn_to_Career_Sites_During_Economic_Downturn).  So recruiters have more applicants than ever.  So why doesn't your applicant quality for niche roles seem much better?
