Title: Siebel Consultant
Location: Bethesda, MD
Duration: 6-12 months.


Candidates must be able to pass background check.

Purpose:

Technical lead and support on all software development life cycle phases for the future CI solution and its existing interfaces.

 

Customers/

Partners:          
•           Director Business Systems (SEIMS)

•           Vice President Business Systems (SEIMS)

•           Internal systems and operations organizations (other IRAS, IRSS)

•           External development partners/vendors (IBM, Oracle, Harte-Hanks TOP5, etc.)

 

Measurements of Success:

•           Effective working relationships with customer, internal organizations and partners/vendors for achieving goals

•           Support and development work is delivered by committed timeframe, within budget with agreed to scope.

•           Projects are well defined in terms of scope, deliverables, schedule, and budget. All of the above agreed to by the client.

•           High quality deliverables that are reliable, maintainable and scalable

•           Service delivery is aligned with customer and IR goals

•           Timely communication of issues/risks with associated mitigation/ strategies for addressing.

 

Areas of Responsibility:          

 

Provide functional and technical leadership in the development and support of future Sales and Event Management systems and its existing interfaces.

• Gather business requirements and processes to accomplish development and support activities.
• Ensure successful alignment between functional requirements and technical solution.
• Develop project plans and perform oversight activities to monitor progress against plans
• Manages technical resources (people, hardware and software) for support and development.
• Coordinate complex QA testing processes with effective tracking of issues and status
• Ensure use of Client standards and tools in the full software development life cycle to include Quality Assurance.
• Quality deliverables to scope, timing and budget.
• Clear communications between multiple organizations to ensure objectives are met.
• Risks/issues are communicated, evaluated and resolved effectively with root cause identification and plans to prevent from reoccurring.
• Perform root cause analysis to prevent issues from reoccurring.
• Document and review all work products
• Provide mentoring and/or supervision to other team members.

Required Education/Experience: 

• BS/BA degree in Computer Science or related IS field.
• Significant experience with full life cycle development, including systems integration and conversion, as well as follow on support.
• Working knowledge of support and SDLC industry standards and best practices.

 
Required Skills:

• Full software development life cycle experience (requirements through deployment and ongoing support with upgrades) on multiple implementations, including Siebel implementations.
• Siebel Consultant Certified or equivalent experience with Siebel tools and best practices on Siebel 8
• HTML, XML, JavaScript programming languages
• Middleware design/development skills
• Strong relational database design experience/skills
• Strong leadership skills with ability to initiate and drive projects.
• Project and management skills to include resource management, time/schedule management, risk management, conflict resolution, etc
